Why does Apple allow this bait and switch ???

Looking for a .pdf to Word converter for FREE this is not your app.
The App Store advertises this app to convert .pdf’s to ‘Word’ for FREE.
After you download and convert your .pdf document it converts only to PowerPoint.
To get it in Word you have to upgrade for $40 (forty dollars!)

Apple why do you permit your loong and loyal customers to be deceived like this ??
